I'm applying for greed card and will eventually need the
employment/experience verification letter. The letter should state my
previous working experience so as to prove I gained the skills before
joining my current company. My supervisor at the institution I worked
before has moved so I wonder:
(1) whether he can still write that letter (the template I see requires
"company letterhead"). If yes, can he signs/date it now even though it
may not be needed till 2 or 3 years later?
(2) Does the rank of the person matter here (as it does in EB-1 green
card)?

Basically, you will want to do the best you can do. Yes, company
letterhead is best. Maybe the old company's Human Resources department can
help? Otherwise, I would suggest that he writes it on letterhead of his
new company, and states that he used to be your supervisor in a previous
position.
Yes, of course it can be dated now. As I said, if you don't have the ideal
proof (a letter dated back then by your immediate supervisor), then just
do your best to find something as close to that as possible. Sounds like
your indirect supervisor may well be the person to ask in this case.
