My father has lost his green card and cannot get the social security benefits
until he provides them with the number. Problem is, INS can't find his number,
so benefits are being held. He needs this money. Where can I go to find out
what his number might be? Past employers are out of business and INS can't
seem to help.

I would try with the FBI.
The should have a file with your father case.
I can hardly beleive INS lost his file completely.
Anyway, try SS administration.
If he ever applied for a SS card or change in it after he got a green card, he
should have put there his alien number on the application.

Did he register with his country of citizenship consulate as living
permanently in the US?
Thay usually require a copy of I-551 for that, and keep that forever.
Try IRS, maybe they will be able to help too.
When he got his green card, did they put a stamp in his passport? It should
contain the alien number.
If he ever had an I-94 card as a refugee, it should contain the number too.
Did he ever got any visas to any countries? They should have copied his I-551
card for that.
This is a troll. It's a very simple matter to look up a A#.
that is bullshit from INS. Contact your local representative service
center and ask them to help you. Whoever you talked to on INS are just
lazy, they should be able to pull your father's number baseon his name,
DOB and place of entry.
