Yes, a friend of mine, received a letter for his uncle. he is from Africa.

postmark or the day he received it?
Europeans are to get first congratulations letters in the middle of May and
later.
yes he had a US address, his uncle is not in the US. the post mark I
really don't know the exact date, but it was last week either Monday
or Tuesday.
How does such a letter look like? Is there any information on the
envelope itself that it is a Diversity Visa notification?
