Answer:
Winners of last year lottery (DV-98) were notified 2 years ago.
Winners of this year lottery (DV-99) were notified 1 year ago.
Winners of next year lottery (DV-2000) are being notified now.
DV-2001 is not announced yet, and there is no guarantee it will ever happen.

for the preliminary announcement of DV-2001.
Until the rules are publicly announced they are free to change them including
eliminating the program completely. Or modifying it so that it would be
impossible to use it.
The dates are annouced for now. That's all we have up to this point.
