I am a new immigrant just arrived in U.S. I am wondering if I should notify
INS in some way so that they will know my new address and know where to send my
green card to. If this is needed, what would be the proper form for me to
send?
Answer:
if you live at the address on your Immigrant visa, then the green card
will be mailed to that address.
If you moved, then you need to go to the INS office and file a change of
address. All immigrants are required to do this anyway, regardless of
whether they're waiting for a green card or some other benefit.
Every time you change address you have to notify INS by filing form AR-11 by
mail (you can pick it up at your local US post office).
This is your obligation, but not a solution to the problem.
However, the best way to get you plastic card is to file change of address
(just rerouting mail) form with your local post office to the new address.
I have neve seen this misterious AR-11 form although tried to find
it many times. No one post office has it and nobody has a clue
where to find one. I have red several times postings in this and
other newsgroups that INS doesn't inforce this anymore.
I did not know that. I know that a new naturalization bill suggests that.
But I never expected it can be a reason to void naturalization NOW.
The thing is the form is just a postcard. It looks like it is expected to be
mailed
as a non-certified mail. Here is a hook.
The US mail may loose the form and I am not sure it is your responcibility to
find out that and resend the form. I had an impression your responcibility is
just to send the form, not to check what happens later.
Actually, I found out just recently that it should be available at a local
post office. Though before that I used to have an impression it can be
ordered from INS only.
This form AR-11 is NOT listed among the forms you can download or
ordered my mail from INS. Look at

I suspect this this form is out print for a long time.
Personally I have been able to see it only once in a
Supplement to some handbook about immigration.
There are millions of GC holders in the USA and they are moving
all the time. It would be ultimately unfair not to give them a
chance to become law abiding citizens for such technical reason.

We are disscussing this form AR-11. It is unavailable
from post offices. Anyone can check it. The last time
I did it 2 hours ago. No signs of this form and no idea
what is it from the site of post office emploees.
There is no information on this form. Try to find one
using any of the search engines.
No one from whom I know has been ever informed or warned
by INS officials about filing this form when changing
address. I know about it only because I look at this
newsgroup occasionally. What about others who don't use
internet?
To ask this form from INS? This is a good idea but the problem
is that in Atlanta area it doesn't work. You can call them 100
times and leave thousand requests. Nothing comes. The only way
go there, stand in the long queue and take it personally.
