My question is: Prior to 1978, what is the age limitation for children to be included as accompanying dependant by parents when immigrating to Canada? I have heard that it's more than 18, because the immigration policy back then is different than now? Is this correct? If more than 18, what is the cut off age then at that time?

Answer:
The age limitation used to be 21 years of age at time of application with the proviso that the applicant be visaed before they reached 24. There were other restrictions besides age.
