How would I go about requesting a Police Certificate from a country like Sinagapre?

I'm in the process of filling in the application and gathering the necessary documents required for PR in Canada, but I've run into two questions: 1) How much money is necesary to fulfill the "evidence of funds" requirement, and would it be less if I had a job offer in Canada? 2) How would I go about requesting a Police Certificate from a country like Sinagapre? A related question having to do w this is: what is considered a criminal offense? Would getting a speeding ticket disqualify me?

Answer:
For a single person about CDN$8000 would be sufficient and if you had an offer of employment validated by a Canada Employment Centre the visa officer would probably reduce that amount.

Singapore police certificates are obtainable from Singapore Police CID 90 Eu Tong Street Singapore 0105 Fingerprints, photos and a fee are required. Speeding is a provinicial offence in Canada and thus does not render an applicant inadmissible to Canada.
