I have a question.
Is Green Card or Visa or Employment authorization necessary in order to
apply for a "Matricula Consular"?
The Mexican Consulate asks for "Proof Of Residence in the US" specifically:

Answer:
I don't think it is necessary. If it was, then the recent moves in
California to recognize the Matricula Consular as identification
document wouldn't make much sense.
My understanding of Spanish is limited, but the sentence you quote
seems to simply require proof that you actually reside in the US, not
that you legally reside in the US. I would expect that things such as
phone bills, electric bills, rent receipts, in your name would be the
kind of proof you can use.
You are right.
The matriculas consular are just IDs that are recently
recognized by the banks in California (don't know about other states)
like Wells Fargo and Bofa.
They do not need any Green Card, visa or employment permit.
They just need to proof that they reside outside Mexico and under that
specific Consulate jurisdiction:
a work stub is enough even though he/she is illegally resident under the US
laws!
