There is one central 800 number listed for branches all over the country?

This is just some national desk. They must not want you to call the office(s) in your city. I can't find any phone #.

x-posted to alt.visa.us.marriage-based, maybe someone there knows...

Finding a phone # for some USCIS offices is like trying to find a needle in a hay stack...nearly impossible. I don't know the # but I can try to find it out for you but by the time I find it out your friend could well have a new appointment. My advice to you is tell your friend to make a infopass appointment an they can direct them in which direction to go into. Calling on the phone doesnt mean that they will always automatically reschedule an appointment. You could try the 1800 # an they also should be able to help but sometimes that can also problems. Please be aware that USCIS always likes to know why someone is rescheudling an will determine if they feel that is a legit reason then they will reschedule. Best of luck to you an especially your friend.

OK, an update. This agency and this office are deadly examples of bureacratic inefficiency. Having given up on finding a phone number, I drove my friend there. They said he can't reschedule in person, must mail the request to them. We said, we are already here, can't we just hand over this paper (request to reschedule)? Nope, "put the paper in an envelope and drop it in the mailbox, the mailman will bring it to us, that's the only way we work."
